Mayor's Office of Talent and Workforce Development Position Title: Executive Director, Community Hiring Job ID Number:38357 About the Office: The Mayor's Office of Talent and Workforce Development ("NYC Talent") is responsible for the City's talent and workforce development system that benefits city residents, employers, and the economy. NYC Talent seeks new and effective ways to scale and sustain productive public/private partnerships; to develop and match talent to promising careers; to align its education, career preparation and skills training programs across City government; and to coordinate program and fiscal data across stakeholders to provide a comprehensive view of the talent system with the goal of making progress towards the citywide employment objectives laid out in Executive Order 22. About the Role: NYC Talent is seeking an Executive Director to lead Community Hiring for the City of New York and this individual will be charged with developing and overseeing the implementation of a comprehensive Community Hiring plan for the City. In addition, the Executive Director will ensure the Community Hiring plan is in alignment with the City's various Project Labor Agreements where applicable and collaborate with other City agencies and partners to incorporate Community Hiring policy priorities into their work. This work also entails alignment with other local hiring initiatives such as Section3 and HireNYC. Specific Responsibilities: The Community Hiring Executive Director will: Set the strategy to create a pipeline of Community Hiring qualified candidates for opportunities on covered construction projects. Leverage the Workforce1 Career Centers, the Human Resource Administration workforce initiatives, and other City resources to establish connections to training and employment opportunities for Community Hiring qualified candidates. Establish relationships with key stakeholders including New York City Housing Authority's (NYCHA) Section 3 program, New York City Housing Preservation & Development (HPD), Mayor's Office of Contract Services (MOCS), relevant Unions, and others. Develop the strategy and implementation plan to encourage businesses interested in registering as a Community Hiring business and/or businesses seeking to bid on Community Hiring-covered projects. Develop a Policies and Procedures Manual for agencies administering Community Hiring-covered projects and ensure policies are clearly outlined in procurement documents. Oversee the development of marketing materials to assist in implementation. Leverage various tools and resources to optimize the rollout of the plan including: labor compliance system under development, local and national organizations' Community Hiring business registries, etc. Ensure agencies are aware of and utilize available enforcement mechanisms to maximize compliance. Develop consistent monitoring procedures for agencies overseeing Community Hiring-covered projects. Preferred Skills: 5 - 7 years of program management or comparable professional experience Critical thinker with an understanding of the principles of equity Experience planning, implementing and managing projects involving diverse stakeholders Outstanding analytical, problem-solving skills Critical thinker with a committed to inquiry, learning and growth Outstanding presentation, written and oral communication skills Ability to represent NYC Talent with confidence when presenting to senior level public and corporate leaders Comfortable working in a fast-paced environment, managing multiple projects simultaneously and prioritizing projects to meet deadlines Proactive and collaborative style that works well in teams Knowledge of New York City labor market, construction industry and stakeholders including unions Qualifications: 1. A master's degree from an accredited college in business or public administration, operations, research and statistics, or a closely related field, and five years of satisfactory full-time professional experience in one or a combination of the following: human or social services, public policy, organizational research, program evaluation, project management, or a related area OR 2. A baccalaureate degree from an accredited college and seven years of professional experience in the areas described in "1" above.
