hire. JOB TITLE: Vice President, P3 Project Delivery AGENCY:

POINTS: 1560 SALARY RANGE : $ 155,252 to $ 203,768 DEADLINE: S
ummary The Vice President , P3 Project Delivery , will be
responsible for developing and overseeing an alternative delivery
program for the MTA using P3 methods , including
design-build-finance (DBF), design-build-operate-maintain (DBOM),
and design-build-finance-operate-and-maintain (DBFOM). This
position will work across MTA C&D, MTA operating agencies, and
private sector partners to successfully select projects that
optimize risk allocation and deliver the best value to MTA.
Responsibilities Identifying appropriate projects for P3 delivery
through a screening process and creating protocols and criteria for
future project selection . Structuring and scoping MTA projects to
best meet the requirements of the applicable P3 delivery method and
applicable MTA requirements, including risk transfer goals,
suitable payment mechanisms and performance requirements, and
market and financing considerations . Coordinating and/or
performing applicable value-for-money analysis and feasibility
studies . Developing investment objectives, evaluation criteria,
and performance metrics for P3 delivery projects . Creating
procurement guidelines with MTA C&D contracts and building -
related processes based upon best practices for P3 delivery .
Monitoring and overseeing the implementation of all P3 delivery
projects over the project's life . Establishing and coordinating an
interdisciplinary team within the MTA for P3 delivery . Working
with MTA ' s legal, financial, and technical alternative delivery
advisors . Coordinating with, and presenting to, MTA senior
executives regarding the selection, execution, and implementation
of P3 delivery projects . Education and Experience Bachelor ' s
degree in Transportation, Urban Planning, Business, Public Policy,
Construction Management, Finance/Economics , or a related field .
Minimum twelve ( 12 ) years of experience in Transportation
Planning , Budgeting, Infrastructure, Finance, Planning, or a
related field with a minimum of eight ( 8 ) years managerial
experience. A Master ' s degree in Transportation, Urban Planning,
Business, Public Policy, Construction Management, Finance/Economics
, or a related field is strongly desire d . Demonstrated experience
with development and/or oversight of infrastructure P3 project(s) .
Strong familiarity with various P3 business models . Excellent
organizational and presentation skills . Demonstrated supervisory
and/or leadership capabilities . Demonstrated ability to creatively
problem - solve . Demonstrated ability to work with all levels of
an organization . Demonstrated ability to work effectively in a
high profile, high - pressure, fast-paced environment .
Demonstrated ability to communicate effectively with key internal
and/or external stakeholders . Demonstrated analytical capabilities
and quantitative skills . Demonstrated proficiency in Microsoft
Office Suite or similar applications, i.e., Word, Excel,
PowerPoint, and Outlook . Other Information As an MTA Construction
& Development employee, you may be required to complete the New
York State financial disclosure statement - annually if your
position earns $ 108,638 (this figure is subject to change) per
year if the position is designated as a policymaker. Selection
